The MPG loss does not stay at 10mpg. Once the cabin is cooled the loss is only about 1-3mpg. Unfortunately it can take quite some time for the loss to drop from 10mpg to 1-2mpg. On short commutes/trips this could be a 10mpg loss over the entire trip. Especially in the city because the engine will not shut off when the AC compressor is running hard.
It is recommended that you run the AC when the cabin temp becomes uncomfortable to you as it is also too high for the HV battery. So if you want to extend your HV battery life I suggest cranking up the AC and driving in comfort instead of worrying about a small loss in fuel economy. If the loss bothers you that much then switch to an electric or plug-in electric car. They are better for short city trips anyway.
